Harrow Valley Community College — Visitor Parking, Identification, and Campus Access Procedures (Rev. 3.2)

Pursuant to Policy 7.14 (Campus Safety and Facilities Access) and in accordance with applicable provisions of the Facilities Use Agreement (FUA), all non-affiliated persons, including but not limited to guests, vendors, contractors, prospective students and their families, and attendees of non-credit programming, who intend to operate or park a motor vehicle on College property during regular operating hours (as defined in Appendix C) are required to obtain a temporary visitor credential (TVC) prior to parking, except in the case of designated short-term visitor spaces in Lot 4, which may be utilized for a period not to exceed sixty (60) minutes without a TVC provided that the vehicle is not left unattended for more than fifteen (15) minutes, unless the operator is attending a scheduled appointment with an administrative office, in which case the sixty (60) minute limitation may be waived upon presentation of appointment confirmation to Campus Safety personnel if requested.

TVCs may be obtained through the online portal or in person at the Campus Safety Office, and visitors who anticipate the need for a TVC on more than three (3) occasions within a single academic term may be required to complete Form CS-22 (Extended Visitor Registration), which must be submitted no later than ten (10) business days prior to the first anticipated visit in order to be processed, and for which supplemental identification may be required depending on the nature of the visit and the areas of campus to be accessed. Questions regarding eligibility, which is determined at the discretion of the Director of Campus Safety, Facilities, and Risk Management or their designee, may be directed to the Campus Safety Office, Room B-114, extension 4417, during posted hours, though it should be noted that the Office does not process TVC requests during the first two weeks of each term except in cases of documented necessity.

Vehicles found in violation of this procedure will be subject to citation and/or removal at the owner's expense in accordance with the schedule of fines published separately. Accessible parking is governed by separate procedures; see Policy 7.15.
